The Set-Up key was a key on terminal keyboards from Digital Equipment (DEC). It told the terminal to enter Set-Up mode: an interface for changing settings on the terminal itself, not the host it was connected to.

The DEC VT100 terminal keyboard has a dedicated key. On the DEC LK201 and DEC LK401, the F3 key is mapped to Set-Up when used with the VT2xx or VT3xx series terminals.
